Start in Kathmandu. Fly in, spend 2β3 days absorbing the temples, Durbar Squares, and the Boudhanath/Pashupatinath experience. Then take the tourist bus or a 25-minute domestic flight to Pokhara for 3β4 days of mountain views, lakeside relaxation, and trekking (even a short day hike to Sarangkot transforms the experience).
If you only have 4 days total: Kathmandu for 1.5 days, Pokhara for 2.5 days.
If you're primarily a trekker: Kathmandu for 1 day (Boudhanath + Thamel shopping for gear), then directly to Pokhara as your trek base.
If you're culturally focused and not interested in trekking: More time in Kathmandu and the Kathmandu Valley (Bhaktapur, Patan) is more rewarding.
