Shillong (capital of Meghalaya) and Gangtok (capital of Sikkim) are the two most visited hill stations in Northeast India. The Mountains
Gangtok wins for mountain views. On clear days from Gangtok, the Kanchenjunga massif (the world's third highest peak at 8,586m) is visible in extraordinary detail. The views from Tsomgo Lake (38km from Gangtok), from Nathula Pass (on the China border), and from Tashi Viewpoint in Gangtok are among the finest mountain panoramas in India.
Shillong doesn't have Himalayan peak views — the Khasi Hills plateau doesn't look up at high peaks. What Shillong has is dramatic gorge and valley scenery: the Mawkdok gorge, the view of Bangladesh from Cherrapunji, and the cloud-filled valleys of the sacred forest country.

Culture
Shillong wins on cultural uniqueness. The Khasi matrilineal culture, the sacred grove tradition, the music scene, the festivals (Nongkrem, Cherry Blossom) — these are found nowhere else in India.
Gangtok has excellent Tibetan Buddhist culture — Rumtek Monastery (one of the most important Kagyu Buddhist monasteries in the world), the Enchey Monastery, and the influence of the Chogyal (Sikkim's historic royal family) throughout the city's heritage. This is equally distinctive but a different kind of distinctiveness.

Food
Shillong's food scene is more distinctive. Khasi cuisine (jadoh, tungrymbai, doh-khlieh) is one of India's great undiscovered food cultures. Shillong's café culture is also more developed — multiple excellent independent cafés with live music and interesting menus.
Gangtok has excellent Sikkimese and Tibetan food (thukpa, momos, sha phaley) and several good restaurants, but the food culture is somewhat less distinctive.

Accessibility
Both are similar. Gangtok is accessed from Bagdogra Airport in West Bengal (120km, 4 hours) or New Jalpaiguri train station. Shillong is accessed from Guwahati Airport (100km, 3 hours).
Gangtok requires a Protected Area Permit for some border areas (Nathula) — available in Gangtok. No permit needed for Gangtok city itself. Shillong and Meghalaya need no permits for Indian nationals.
