Why "best" is the wrong first question

Search for the best cab service in Meghalaya, or the best tour operator in Northeast India, and you get a wall of names, star ratings and claims. Every operator, including us, will tell you they are the best.

A more useful question: which operator will still be answering the phone on day four, when a landslide has closed the road to Dawki and you have a flight to catch?

We run Meghalaya Cabs from Police Bazar in Shillong, so read this knowing that. The checklist below works for anyone you are considering, us included. If an operator fails several of these, keep looking.

The four kinds of cab and tour services you will find

A taxi from the stand:: Police Bazar in Shillong and the prepaid counters at Guwahati airport are fine for a single drop. They are not set up to plan a five-day trip, sort permits, or change your route when the weather does.

Big online travel sites:: Easy to book, often with a package price upfront. The car and driver usually come from a local operator you only meet on the day, and changes go through a call centre far from the hills.

Travel agencies in Guwahati or Shillong:: Good for full packages with hotels. Ask whether they run the vehicles themselves or pass the trip on, because that decides who you call when something goes wrong.

Local operators who plan and run the trip:: One team plans the route, assigns the car and answers the phone during the trip. Quality varies more here than anywhere else, which is why the checklist matters most.

A checklist for choosing a cab service in Meghalaya and the Northeast

A yellow number plate and a tourist permit

A commercial cab in India carries a yellow plate with black letters. A white-plate private car rented out with a driver is not a legal taxi, and its insurance may not cover you as a paying passenger.

Look at the windscreen too. Cabs that cross state lines carry a tourist permit listing the states they can run in. For a Meghalaya and Kaziranga trip, that permit needs to cover both Meghalaya and Assam.

A day-by-day itinerary in writing, before you pay

A serious operator sends the plan for each day: where you start, what you see and where you sleep. "We will decide on the day" usually means the driver decides, and the day gets built around the shortest drive.

A quote that says what is included

Ask whether fuel, the driver's allowance, tolls and parking are in the price, and how many kilometres a day the quote allows. Ours covers up to 120 km on a sightseeing day and up to 150 km on a pure transfer day, or that day's listed itinerary. We charge per day, not per kilometre, and anything beyond that is agreed before it happens. Our trip policies set it out in writing.

Cancellation terms you can read before paying

Monsoon landslides, bandhs and flight changes are part of travelling in the Northeast. You should know what happens to your money before you pay it. Ask for the cancellation policy in writing. Ours is on the policies page: the booking amount is non-refundable, and the rest depends on how close to the trip you cancel.

Reviews you can check yourself

A screenshot of five stars proves nothing. Look for reviews on Google and on the operator's own site that name the route, the driver, or a problem that got fixed. As of September 2026, 60 guests have rated their trips with us an average of 4.9 out of 5. You can read them on our reviews page.

A registered business with an address

Ask where the office is and whether the business is registered. You should be able to find both without asking twice. Ours is on Police Bazar in Shillong, with a second office in BTM Layout, Bengaluru, and we are registered under Udyam as UDYAM-ML-04-0017156.

Drivers who know hill roads and speak your language

Shillong to Cherrapunji is only 54 km, but it is 54 km of hairpins, fog and, in the monsoon, falling rock. Ask whether the drivers are local to these roads. If your group is more comfortable in Hindi or English, ask about that too. Our Guwahati to Shillong road guide shows what the drive is really like.

One person to call when the plan changes

Something will change: a road closure, a tired child, a guest who wants one more hour at Dawki. Ask who you call during the trip, and whether it is the same person who planned it.

Honest advice about the season

Good operators tell you when a plan will not work. Dawki's river runs clear from October to April and turns muddy in the monsoon. Kaziranga National Park closes for the monsoon, roughly May to September. An operator who sells you a clear-water boat ride at Dawki in July is telling you what you want to hear.

Red flags

A private white-plate car offered as a taxi.

A price with no written itinerary behind it.

Full payment demanded before you have seen the plan.

Cherrapunji, Dawki and Mawlynnong promised in a single day. Cherrapunji and Dawki sit on different sides of Shillong, and a day that tries to do both is spent in the car.

"No permit needed" for Arunachal Pradesh, Nagaland, Mizoram or Manipur.

No cancellation terms until after you have paid.

Nobody can tell you the driver's name or vehicle number on the morning of pickup.

Questions to ask a tour operator in Northeast India

Who owns and drives the vehicle: you, or someone you pass the trip to?

What happens if the car breaks down on day three?

Who arranges Inner Line Permits for Arunachal Pradesh, Nagaland, Mizoram or Manipur, and how early do you need my ID?

If a landslide closes a road, how do you replan the day, and does it cost more?

Where exactly are the hotels: on the route, or an hour away from it?

How many hours a day will we actually spend in the car?

Meghalaya and Assam:: No permit for Indian citizens.

Arunachal Pradesh, Nagaland, Mizoram and Manipur:: An Inner Line Permit for Indian citizens, applied for online before you travel. Our Inner Line Permit guide covers each state.

Sikkim:: No Inner Line Permit for Indian citizens, but protected areas such as Nathula and North Sikkim need separate permits, arranged locally.

Foreign nationals follow different rules in several of these states, so ask before you book.

The same checklist works in Kashmir, Kerala, Karnataka or the Andaman Islands: a commercial vehicle with the right permits, a written plan, a clear quote, cancellation terms and one person to call. There is no single answer. An operator who is right for a Meghalaya family trip may not be the right one for a Tawang road trip. Ask whether they run that exact route often, how they handle permits and what happens when a road closes.
